Nació el 23 de septiembre de 1920 en Nueva York (Estados Unidos), en el seno de una familia de actores.
Debutó en el mundo del cine con seis años. Desde 1927 hasta 1933 es el héroe de unos cincuenta cortometrajes y adopta el nombre de su personaje, Mickey McGuire que cambia en 1932 por el de Mickey Rooney.
Destaca en El sueño de una noche de verano (M. Reinhardt y W. Dieterle, 1935), pero será la MGM quien le convierta en gran estrella con quince películas, donde encarna a Andy Hardy, desde El honor de la familia (A Family Affair, G.B. Seitz, 1937) hasta Love Laughs at Andy Hardy (Willis Goldbeck, 1947. Entre 1937 y 1944 pasa a ser una de las estrellas más populares de los Estados Unidos.
Da todo en cada película, canta, baila, hace reir…. Se podrían destacar entre sus mayores éxitos: Capitanes intrépidos (V. Fleming, 1937), Forja de hombres (Boy’s Town, N. Taurog, 1938); The Adventures of Huckleberry Finn (R. Thorpe, 1939), El joven Edison (Taurog, 1940), The Human Comedy (C. Brown, 1943),National Velvet (id., 1944)…
Regresó junto a su ex compañera Judy Garland para realizar juntos tres musicales de Busby Berkeley: Los hijos de la farándula (1939), Armonías de juventud (1940) y Babes on Broadway (1941). Destacan también: Silla eléctrica para 8 hombres (H. W. Koch, 1959), The Private Live of Adam and Eve (1960 que dirige junto con Albert Zugsmith, Desayuno con diamantes (Blake Edwards 1961), Skidoo (Otto Preminger, 1968) y Rachel’s Man (Mushe Misrahi, 1975). Dirigió My True Story (1951), película en la que no aparece.
Contrajo matrimonio en ocho ocasiones, tuvo por esposas a Ava Gardner (de 1942 a 1943) y a Martha Vickers (de 1949 a 1951).
Mickey Rooney falleció en Los Angeles, California, el 6 de abril de 2014, por causas naturales a los 93 años.
